Stella Elizabeth Smith was born on 25 August 1909 at Dixfield, Oxford, Maine.2,3 She was the daughter of Jesse H. Smith and Lydia M. Holman.1 She married Norman Osgood Cilley, son of Herbert Jacob Cilley and Emma Louise Ryan, on 30 August 1930.2 She died on 24 May 2001 at Colonial Poplin Nursing Home, Fremont, Rockingham, New Hampshire, at age 91.4 She was buried on 30 May 2001 at Riverside Cemetery, Newmarket, Rockingham, New Hampshire.

She was a graduate of Robinson Seminary, Class of 1926, and Plymouth Normal School, Class of 1928, and received a B.A. from UNH, graduating in 1968.
For 14 years she taught first grade in Epping and Nottingham, and for many years she wrote for several area newspapers.
She was a past master and secretary for the Piscassic Grange in Newfields, a member of the Fair Hearing Council of Newmarket, and an active member of the Rockingham Extension Service.
She was a member of the Baptist Society of the Newmarket Community Church, of which she was treasurer for many years. For 40 years she was the superintendent of the Sunday school program in the Community Church. She was past president and secretary of the Friendly Club and past secretary of the Parish Circle.
She was a past president of the Newmarket Women's Club. She was a former member of the Newmarket Budget Committee and served several terms on the Planning Board, having been a member of the first board. She was the second lady jurist selected from Newmarket.8
